Online Personal Property Appraisal Consultation & Mentoring Now. Abbreviated Appraisal Report Course - Oral or Formal Soon
Hi. I'm Bill Novotny the author of the personal property related courses for personal property appraisers, both inexperienced and advanced, both specialists and generalists. Appraisal Course Associates will soon publish introductory online courses focusing first on abbreviated appraisal reports such as oral appraisals and Restricted Appraisal Report. Few personal property appraisers are comfortable with oral appraisal appraisals and Restricted Appraisal Reports. There will be a focus on advanced research and methodology applicable to all personal property appraisers.
This idea started with an agreement with my parter, David Maloney many years ago to teach USPAP courses to personal property appraisers which we have been doing after I became an AQB Certified USPAP Instructor in 2002.
Due to my long history since 1979 of active involvement with pricing and valuing as antique dealer, estate sale agent and appraiser in all market levels I have always favored oral reports. Dave and I agreed to create an online Abbreviated Appraisal Report class to be offered soon by Appraisal Course Associates (ACA).
ACA has provided online and onsite USPAP courses since I was first certified by the AQB to teach required USPAP courses nationwide in 2002. I am still certified until 2024.
The ACA Abbreviated Report Couse follows the appraisal process (as does USPAP) Tricks of the trade will be integrated with with standard appraisal practice and procedures with a focus on abbreviated report writing. Students will be provided with templates based on USPAP and minimum USPAP requirements beginning with minimum Oral Appraisal Report Disclosures called an (OARD) form which is based on a formal and minimum Restricted Appraisal Report template form formulated on a data base template which will be shared with all students that sign up for the course.
Specialist personal property appraisers are often focused on unique types of objects such as airplanes, gems and jewelry or machinery and equipment which are highly specialized. Specialist appraisers will benefit and learn how to do oral reports and communicate them briefly and succinctly to an appreciative client due to it's brevity and low cost. Underlying appraisal process and USPAP issues are applicable to all appraisers. Oral and Restricted Appraisal Reports are not well understood by appraisers and only infrequently use while often preferred.
This class will also offer experienced appraisers with a generous sprinkling of more advanced and complex issues. For instance abbreviated draft reports, subject to change, can communicate very cost effectively relevant and credible opinions relevant to decision making or negotiated settlement (with a tentative value conclusion subject to change based on later requested research) for final settlement at arbitration, mediation or trial.
My Oral Appraisal Report Disclosures (OARD Form) is a very valuable instrument to convey your opinions and conclusions while being fully in compliance with the Uniform Standards of professional appraisal practice (USPAP).
This proposed course will be offered asynchronous online and available 24 hours a day. It will present a series of powerpoint accompanied by Bill Novotny's explanatory narrative, exhibits and examples.
The Appraisal Foundation lists the following link as an introduction to the appraisal of personal property. I was the first personal property appraiser certified by the Appraisal Foundation (established and authorized by Congress) to teach the Uniform Standards of Professional appraisers (USPAP), which are the minimum standards the apply to all appraisers. It is the appraiser's bible for developing and reporting appraisal assignments.

These advanced personal property valuation courses will begin with a focus on object identification and description of relevant value characteristics and the valuation process that appraisers and others follow to develop value conclusions.
All valuation courses follow the appraisal process which is how objects are properly valued or priced. These procedures are intuitive and followed by collectors, auctioneers, estate sale agents and the public seeking to become informed regarding value. We will demonstrate and teach research methods and techniques and for appraisers (and others) as well as how to write effective and proper abbreviated and full-blown formal reports.
Our personal property education courses will follow a published syllabus using power point outlines with recorded lectures with attendant images and informative links and references. The courses will be offered online and available day and night (24/7). We will also, on occasion, offer live personal property online seminars initially focusing on the reporting of verbal online or onsite appraisals of general residential contents utilizing Novotny's unique Oral Appraisal Report Disclosures (OARD) form .
